Structure and by-laws

The Diplomatic School of the Ministry of Foreign Affairs of Armenia was founded on the 23rd of September 2009 by Government Decree N-1111N. The Government, acting on behalf of the Republic of Armenia, is the Founderof the School.

The Diplomatic School of the MFA of the RA (also called the Diplomatic School of Armenia) is a non-profit, non-commercial state legal entity. Its activities are subject to the RA “Law on the Diplomatic Service of Armenia”, the RA “Law on State Non-Commercial Organizations”, the “Statue of the Diplomatic School” and other by-laws.

The main objectives of the School are: training of junior diplomats by offering specialized knowledge  to citizens of Armenia with university education in certain qualifications; offering mid-career training to serving diplomats and employees of external relations departments of government agencies: carrying out cooperation in research and education in the sphere of international relations; and implementation of other educational programs.

The Diplomatic School is governed by its Founder (the Government of the RA), the Ministry of Foreign Affairs and the Governing Board of the Diplomatic School. The School is run by its Director.

The Founder of the School has the exclusive rights to found and dissolve the School, to define or change its objectives, to decide upon issues of the property that is allocated or leased (free of charge) to the School, to decide whether the School may become a founder or participant in any other organization, etc.

The Minister of Foreign Affairs forms the Governing Board of the School and terminates the powers of its members, in compliance with the law appoints or releases from his duties the Director of the School, approves of the main activities of the Diplomatic School as proposed by the Governing Board , approves of the Procedures of the Entrance Examinations to the School, the composition of Entrance and Graduation Examination Commissions for the Program of Training Junior Diplomats and carries out overall overview of the School’s activities.

The Governing Board of the Diplomatic School is composed of representatives of the Ministry of Foreign Affairs of the RA, international organizations, educational and research institutions and the staff of the School, elected in its General Assembly. The Members of the Governing Board are appointed for two years, by the Minister of Foreign Affairs.

The Governing Board discusses and submits to the Minster’s approval the Director’s proposals on the main directions of the School’s activities; Procedures of the Entrance Examinations to the School, the types, procedures and way of grading of the current examinations administered during the annual Program for Training Junior Diplomats, the order of the calculating Cumulative Grades,  and the composition of Entrance and Graduation Examination Commissions for the Program of Training Junior Diplomats. The Governing Board approves of the other documents regulating the inner workings of the School, which are proposed by the Director.

The daily activities of the School, educational, scientific, financial, etc, are entrusted to the Director of the School. It is the Director who represents the interests of the School and acts on its behalf in the Republic of Armenia and abroad.
